Summary
In this message from the Ohio Governor are copies of a report of a committee of the Rhode Island legislature opposed to the annexation of Texas to the United States (signed by Henry Bowen, Secretary), and a resolution of the General Assembly of Arkansas that indicates "that free negroes and mulattoes are not citizens of the United States, within the meaning of the constitution, which guaranties to citizens of one state the privileges and immunities of citizens of the several states," and that supports South Carolina expelling an emissary sent from Massachusetts given the conduct of the Massachusetts legislature in acting with abolitionists (signed by John S. Roane, Speaker of the House of Representatives, and John Williamson, President of the Senate).
