Summary
Reports submitted in response to a resolution of the Ohio Senate requesting that the Board of Public Works inform them about "why the water is drawn off the feeder of the North Fork of Licking, and why it is not allowed lo flow down said feeder as heretofore it has been accustomed to do." (Page 3) William Rayen, Pres't of the Board responded with the answer from Leander Ransom, Acting Commissioner. Ransom indicates that the feeder was constructed from North Fork of Licking Creek during the construction of the Ohio Canal. The acting commissioner at the time, Alfred Kelley, leased use of water near the lower end of the feeder for propelling mills. The answer includes information on contracts, lawsuits, extracts from depositions, and the decision of the court in the case of, "Bradley Buckingham, John Van Buskirk, and Wm. Van Buskirk vs. Smith and Dille." Both parties owned mills on or near the site.
