Summary
"The select committee, to which was referred so much of the Governor's communication, made to the Legislature on the 15th day of December, A. D. 1840, as contains the resolutions of the Legislature of the State of New York, in relation to the national domain and distribution of the proceeds of the sales of public lands to the States, with said resolutions of the Legislature of New York and certain resolutions, introduced into the House of Representatives of this State, have had the subject under consideration, and the majority now report..."--Page 3.
Note
The committee notes that it is not their role to recommend the disposition of the funds. They then suggest ideas that will "lighten the burdens of the people, and relieve the State from its present embarrassments" (page 10). The ideas are related to the state debt of Ohio; turnpike roads, new canals, and railroads; state bank; taxes; and common schools. Also included is an appendix with a plan for distribution of the proceeds of public lands. Included are the number of electors in 1839 for each county, the proportion to each county annually, and every ten years.
