"In view of all the premises, the minority of the committee would recommend, that no provision should be made at this time for completing any of the unfinished works, but that they should be stopped; and that the law granting the aid of the State to turnpike, canal and railroad companies, should be forthwith suspended or repealed: Provided, that the Wabash and Erie Canal be excepted, if that work can be completed by means of lands belonging to it."--Page 4.
