"That the principal object the memorialist has in view, as would appear from his memorial, is to obtain an act of incorporation for himself and associates, for the purpose of constructing a canal, from a point on the Ohio canal, at or near the three locks at Moss' mills, about two miles from the southern termination of the Ohio canal, to a natural basin on the bank of the Ohio river, at a place known as the Ship Yard, about three miles below Portsmouth. The plan is to take this lateral canal, from the point where it will unite with the Ohio canal on the same level, to the basin on the Ohio, and there to terminate, without locks, at an elevation of about 50 feet above the ordinary level of the Ohio river, and there to be connected with the Ohio river by means of railways, or other facilities, for the transhipment of goods from the canal boats in the basin, to the river crafts at the landing in the river."--Page 1.
