"The undersigned as a minority of the select committee, to which was recommitted House bill, No. 227, 'to provide for the permanent location of the seat of Justice for the county of Meigs' has had that subject under consideration, and now report: That the county seat of Meigs county has been, for a great number of years, at the village of Chester, in said county, until the last season, when, by virtue of a special act of the General Assembly, commissioners fixed the county seat at Pomeroy, upon the Ohio river, under such circumstances as to lead to many doubts as to the legality of such location."
