Summary
Report of the Committee of Privileges and Elections regarding the petition of Elisha Melton complaining of the election of Joseph Lipscomb as the delegate of Louisa County for the Virginia House of Delegates. The committee initially rejected Melton's memorial; however the House disagreed and the contested votes were examined. The committee concluded that after illegal votes were deducted, Elisha Melton was duly elected. The Journal of the House of Delegates of the Commonwealth of Virginia (1840-41, page 144) indicates that due to irregularities a new election was called, which was won by John Z. Holladay.
