Summary
1839 Memorial from a Norfolk committee appointed by the Commercial Convention regarding the adoption of amendments to the merchant licensing statute and to some regulations regarding the internal trade and police in the state and submitted to the General Assembly. Included in the petition were a suggestion for a lower license fee for those who purchase supplies within the state versus outside the state, as well as for smaller dealers.
