A proclamation : Whereas a certain agreement was entered into between this Commonwealth and the Commonwealth of Virginia on the 31st day of August, 1779; which agreement was afterwards, to wit, on the 23d of June, 1780, confirmed by the State of Virginia, subject to the several conditions, one of which was, "That the private property and rights of all persons acquired under founded on, or recognized by the laws of either State ...
