Report of the House Select Committee on United States Deposits which contained resolutions against the President's removal of public money from the Bank of the United States, along with subsequent decisions, which constituted an unauthorized exercise of power.

"The general assembly of Virginia, believing that a strict adherence to the principles of the federal -constitution, can alone secure its existence, and perpetuate the blessings intended by its adoption ; holding it to be the solemn duty of this body, to oppose and protest against every encroachment upon those principles, no matter under what pretext or by what department of that government they may be attempted ; and viewing the late act of the federal executive, as threatening a concentration of powers in that department never intended to be confided to it by the people of the United States ..."--Opening paragraph.
