Summary
Report of the House Select Committee on tariffs, roads, and canals regarding an act of Congress to impose additional duties on foreign articles, in order to support American manufacturing. The committee also examined whether the United States government could establish a general system of internal improvements of roads and canals. The committee determined that both were unconstitutional exercises by the federal government.
