Summary
December 4, 1861 communication from Governor John Letcher regarding the fire at Dibrell's warehouse. The report was prepared by Commissioner Sanxay, who determine that the probable cause began in the adjacent county jail of Henrico. Of note, Letcher advised the legislature that all warehouses containing tobacco would benefit from becoming fire-proofed.
