Summary
1869 proposal from Salmon Adams, superintendent of Iron Works in Richmond, Virginia, regarding making railroad iron and steel near a penitentiary in North Carolina using convict labor, as well as other proposals and needs. This proposal was then transmitted to the governor by the Superintendent of Public Works. Includes a memo from the banking house of Jno. G. Williams & Co. certifying that Salmon Adams, of Richmond, Virginia, arranged for the payment of bonds in the State of North Carolina.
