Summary
Report and resolutions of the Special Committee regarding the Wilmot Proviso, as well as the substitute proposed by Mr. Scott. Of note, the Wilmot Proviso proposed an American law to ban slavery in territory acquired from Mexico in the Mexican War; the report and resolutions objected to passage of same; Scott added additional justifications for the objections to the proviso.
