Note
The 1860 report is addressed to Hon. Johnson Price, Secretary of State, Sacramento City, and is from C. Dickinson, Commissioner, Office of Commissioner of Protection of Emigrants to Cal., No. 114 Warren Street, New York. John G. Downey, Governor of the State of California, authorized the commissioner to reside in the city of New York. Attached to the 1860 report is an appendix listing persons that "benefited by the commissioner," which includes the names of steamers, persons, with their ages, sex, places of birth, and destinations.
