Summary
1852 North Carolina House bill to improve county prisons and to establish houses of correction. Included were the procedures for construction of same, as well as delineating the courts' duties and oversight of them. The bill also prohibited whipping, branding, or other corporeal punishment and substituted hard labor and specific sentences for those offenses (except slaves and free Negroes always got hard labor).
